Srinagar, Feb 03 (KNO): The nine-member committee headed by Speaker Abdul Rahim Rather will review the modifications proposed in the Rules of Procedure and Conduct of Business in the Jammu & Kashmir Legislative Assembly tomorrow. Sources told the news agency—Kashmir News Observer (KNO) that the panel will meet tomorrow to discuss the modifications proposed by the Assembly Secretariat in the Rules of Procedure and Conduct of Business in the House. In the draft modifications, sources disclosed that the Legislative Assembly Secretariat has deleted references to the Jammu & Kashmir Constitution, the Jammu & Kashmir Legislative Council, and the Joint Select Committee. They also revealed that the Assembly Secretariat has proposed changes in the quorum of the Legislative Assembly in light of the Jammu & Kashmir Reorganisation Act-2019. As per the modifications, the quorum to constitute a sitting of the House would be 10 members instead of 23 members. According to the Jammu & Kashmir Reorganisation Act, the quorum to constitute a meeting of the Legislative Assembly shall be ten members or one-tenth of the total number of members of the Legislative Assembly, whichever is greater. Sources disclosed that the Legislative Assembly Secretariat has also deleted rules governing amendments to the Jammu & Kashmir Constitution and bills defining or altering permanent residents. Additionally, references relating to the Governor in the Rules have been replaced with Lieutenant Governor. “The modifications have been proposed to make the Rules in sync with the constitutional changes effected on August 5, 2019,” a member of the committee, wishing to remain anonymous, told KNO. He said the committee would meet tomorrow to discuss the changes proposed in the Rules of Assembly. “We will finalize the modifications in these Rules before the beginning of the Assembly session from January 03,” he said—(KNO)
